There may be instances where files in a Sharepoint library (Team sites, pages, document libraries) where a user has a file checked out, preventing others from editing or publishing the file. This is by design. Sometimes a user may have checked out a seldom used file that needs to be updated, and the user had not checked the file in. If the user is unavailable (on vacation, out sick, or no longer with PLS), the owner of the Sharepoint library has the ability to check in the file for the user.
As an Owner, you can check in files for other users. To do so, follow these steps:
Click on the Gear icon by your profile photo in the upper left corner

Click "Site Contents" in the menu

On the new window, Find the Site Pages library and click on it

In the Site Pages view, click on the 3 lines by the filter/funnel Icon on the upper left

Choose "Edit Current View" in the pop up menu

This should open a new tab. You will see many check boxes on the right side. Locate "Checked Out To" and select it

Click OK in the upper right to return to the Site Pages library view

You should have a new column that you can sort on. Locate the file that is checked out and click the 3 dots button

Choose the "More" option and check in

You will get the "Check In" dialog. You can click Check In and the file will be checked in and accessible for other users.
